Assistant Director for Administration and Strategic Initiatives

Rutgers, The State University of New Jersey, is seeking an Assistant Director for Administration and Strategic Initiatives for The Boggs Center on Developmental Disabilities in the Robert Wood Johnson Medical School. This is an excellent opportunity for an experienced senior manager with vision as well as strong administrative and financial skills to contribute to the continued growth and development of The Boggs Center.

The Boggs Center on Developmental Disabilities
The Boggs Center is New Jersey’s federally designated University Center for Excellence in Developmental Disabilities (UCEDD) and is part of Rutgers Robert Wood Johnson Medical School, Department of Pediatrics. Since its inception in 1983, the Center has emphasized a community based, lifespan approach to meeting the needs of individuals with developmental disabilities and their families.

The Boggs Center provides community and preservice student training and technical assistance, conducts research, and disseminates information and educational materials. Activities of The Boggs Center are guided by our Consumer Advisory Council and partnerships with people with disabilities, families, state and community agencies, and policy makers.

Position Summary
Responsible for the strategic management of financial and organizational planning and operations. Advises the Executive Director on long-range and annual planning. Ensures administrative and financial structures and processes effectively support faculty and staff in achieving program excellence and acquiring external funding in line with the Center’s strategic priorities and mission. Ensures compliance with applicable requirements of federal, state, and other external program sponsors, as well as University policies and procedures. Conducts ongoing analysis of existing financial management and administrative practices and procedures and implements changes as needed. Reports to the Executive Director of The Boggs Center on Developmental Disabilities.

Duties

  • In consultation with the Executive Director, oversees development of budget forecasts and integration of all funding sources into a comprehensive annual Center-wide budget.
  • Consults, coordinates, meets and collaborates with faculty and senior staff members to advance the Center’s strategic priorities.
  • Provides leadership and oversight for the Center’s administrative and financial functions to support the Center’s program operations and initiatives.
  • Ensures compliance with federal requirements for University Centers for Excellence in Developmental Disabilities, Leadership Education in Neurodevelopmental and Related Disabilities, and applicable federal, state, and University policies and procedures.
  • Identifies potential funding opportunities and assists development of proposals to support program expansion in line with the Center’s strategic priorities.
  • Supervises the Center’s senior administrative and fiscal personnel.
  • Directs quality improvement of administrative and financial operations to enable faculty and staff to fulfill the Center’s mandates and sponsored program requirements, comply with all applicable policies and procedures, and respond to new program and funding opportunities.
  • Performs other related duties as assigned.

Required Qualifications
Master’s Degree in Public Administration, Public Health, Business Administration, Social Work, Health Care Administration, or a related field plus a minimum of five (5) years related experience and proven success in financial management and administrative leadership. Equivalent education, experience and/or training may be substituted for the degree requirement.

Demonstrated ability to manage complex situations and relationships. Outstanding communication and leadership skills, and the ability to function in a team environment and to work with all disciplines, levels, and backgrounds. Knowledge of grants management and analysis of financial and quality data. Proficiency in the Microsoft Office Suite.

Preferred Qualifications
Knowledge of how to accomplish superior performance in a unionized environment. Knowledge of the field of developmental disabilities, University Center for Excellence in
Developmental Disabilities standards and operations.

The Boggs Center on Developmental Disabilities seeks a talented and energetic leader in community supports for individuals with intellectual and developmental disabilities. The successful candidate will lead The Boggs Center’s initiatives in Community Training and Technical Assistance to promote full participation of individuals with intellectual and developmental disabilities and their families in their communities. S/he will develop community partnerships with individuals with disabilities and families as well as other organizations. The position also supervises community supports project team members. The position reports to the Executive Director.

 

This is an excellent opportunity for the successful candidate to build on The Boggs Center’s prior work in the full range of community supports for adults with individuals with intellectual and developmental disabilities. The Center has a thirty-three year history of collaborating with individuals with disabilities and families as well as state agencies and private organizations advocating for and providing services and supports for people with disabilities and their families.

 

University Rank for this non-tenure track position is open (Instructor/Assistant Professor/Associate Professor of Pediatrics, with appropriate credentials), depending on qualifications. Screening of applicants will begin immediately and will continue until a successful candidate is selected.

The Position 

The faculty member will conduct community training and technical assistance, teach, and engage in scholarship regarding community supports for individuals with intellectual and developmental disabilities and their families. She/he will also serve as Coordinator for the UCEDD Core Function of Community Training and Technical Assistance and will supervise community supports project team members.

 

Required Qualifications

  1. A doctorate or equivalent terminal degree in education, social or behavioral sciences, social work, public health, public policy, or a related field. ABD candidates may be considered for appointment at Instructor level.

  2. Demonstrated expertise in intellectual and developmental disabilities.

  3. Demonstrated expertise in program management and staff supervision.

  4. Demonstrated expertise in professional development activities concerning community supports for individuals with intellectual and developmental disabilities.

  5. Current knowledge of best practices in cultural and linguistic competence.

  6. Current knowledge of adult learning principles and educational technology, including distance learning and online instruction.

  7. Current knowledge of disability policy.

  8. Demonstrated ability to acquire external funding.

  9. Ability to represent the Center within Rutgers and other institutions of higher education and to work collaboratively with representatives from a diverse range of groups, including state and federal agencies, advocacy organizations, schools, employers, and disability service providers.

  10. Excellent oral and written communication skills.
