National Disability Policy: Opportunities to Strengthen Full Inclusion and Integration of People with Disabilities

New federal policies have created unprecedented opportunities to modernize and transform systems to support real inclusion and integration of people with disabilities and to move away from service models that limit autonomy, choice, and interaction with the broader community. These policies include new rules defining “community” for Medicaid home and community based programs, enforcement of the Americans with Disabilities Act and the Supreme Court’s Olmstead decision, and the Workforce Innovation and Opportunity Act. Ms. Barkoff will explain these new federal policies in the context of the history and future of the disability rights movement and of Medicaid policy. She will also describe the range of state activities implementing these new policies and describe future policy issues.
